Bronx 16-Year-Old Charged With Murder After Fatal Kingsbridge Heights Apartment Shooting of Riley Billingsley

A 16-year-old boy surrendered to police to face charges in the fatal apartment shooting of another teenager in the Bronx.

Kalvin Veloz turned himself in on Tuesday.

Authorities charged him with murder.

On August 12, gunfire erupted around 5:20 p.m. inside a fifth-floor apartment on Claflin Avenue near West 197th Street in Kingsbridge Heights.

Veloz allegedly fired a .45 caliber weapon at 15-year-old Riley Billingsley inside the residence, authorities said.

Police said Billingsley was shot in the head and succumbed to his injuries at the scene.

The 15-year-old victim had no criminal record.

NYPD Chief of Detectives Joseph Kenny said a group of teenagers had been hanging out in a bedroom when the deadly violence broke out.

“Our perpetrator here, Kalvin Veloz, produces a firearm from his backpack, inserts a magazine, racks the gun back, and makes a statement, ‘I’m going to throw some pain,’” Kenny said last week.

“And at that point, he shoots Riley in the head, killing him instantly,” the chief said.

Investigators believe the gunfire was intentional, according to Kenny.

“We believe that his intention was to shoot,” Chief Kenny said.

“When he says, ‘I’m going to throw some pain,’ he’s going to shoot somebody,” the chief added.

A second victim, a 13-year-old boy, was also wounded in the apartment shooting.

Kenny said the 13-year-old was grazed in the chest by a ricocheted bullet that first struck the wall.

The younger boy was hospitalized in stable condition.

And after being grazed, the 13-year-old ran home to his family’s apartment.

Law enforcement sources said the younger victim claimed he saw Billingslea and the suspect get into an argument before the shooting began.

Chief Kenny described the suspect as “a little bit of a hot head, a little bit of a bully.”

Kenny noted that the suspect once previously burned another juvenile victim on the shoulder.

Specific details regarding that earlier incident were unknown because it was never officially reported to police, the chief said.

Billingsley’s grandmother, 62-year-old Elaine Rogers, spoke to The Post by phone on Wednesday.

Rogers said she was thankful for the 16-year-old suspect’s surrender.

“I’m definitely grateful that this young man turned himself in,” Rogers said.

“Whatever reason he had to turn himself in…the fact that he turned himself in is beautiful,” she said.

“I’d love to know what this was all about,” Rogers added.

But the grandmother previously recalled the moment she learned of the shooting.

Friends of her slain grandson had knocked on her door to deliver the news.

“I couldn’t comprehend what they were saying, you know?” Rogers said at the time.

“‘He’s been shot.’ I couldn’t grasp their words,” she said.

“I can’t even process that portion of it,” Rogers stated.

“It’s hard to believe,” she said.

She remembered Riley’s final words to her earlier that day.

“‘See you later, G-Ma.’ That’s what he called me,” Rogers said.

The grandmother also shared her reaction to the suspect.

“This is an evil person,” Rogers said.

“When you hear of the things he did in the past, this is someone I say is evil,” she said.

“Age has nothing to do with it, he has an evil mind,” Rogers added.

“Definitely, I want justice for Riley,” she said.

“I hope he gets the help he needs behind bars,” Rogers said.

Veloz faces several additional counts in the apartment shooting, according to police.

Authorities also charged him with attempted murder.

Police charged him with manslaughter.

He was further charged with criminal possession of a weapon.

Bronx prosecutors said his arraignment was pending on Wednesday afternoon.

The charges are allegations and have not been proven in court.
