Two Georgia Residents Arrested After Four Children Allegedly Kept in Semitruck Cab for Years

On August 6, 2026, authorities in Jacksonville, Florida, arrested two Georgia residents.

The arrests followed a multi-jurisdictional investigation.

Investigators said four children had been living inside the cab of a semitruck for nearly seven years.

According to court documents, 51-year-old Keisha Monique Epps worked as a truck driver.

Epps regularly traveled routes between Atlanta, Georgia, and Miami, Florida.

Authorities said the four children had been living with Epps and 37-year-old Tamra Marshon Stewart inside the truck cab since December 2019.

The children spent the majority of their days confined inside the vehicle, according to investigators.

Authorities said they were rarely allowed out to shower.

They were rarely allowed out to use the restroom.

They were rarely permitted to exercise or move around.

Inside the vehicle, all four children reportedly slept together on a single bunk.

The children told investigators they had to lie curled up side by side.

There was not enough room for them to lie flat.

The children also told investigators that they were poorly fed.

Investigators said the children had not attended an accredited school for approximately five years.

Their last confirmed enrollment in a recognized school was in November 2020.

Instead, authorities said the children were directed to use an app.

That application was not recognized as an accredited school or a formal educational program.

Investigators also alleged that the children received no regular medical care.

They received no regular dental care.

One child told investigators that she was badly burned by cooked noodles.

She was never taken for medical treatment.

The child reportedly suffered significant bleeding from the incident.

She was left with a permanent scar.

Authorities said another child was later found to have an untreated sexually transmitted infection.

Investigators said Stewart was responsible for watching the children while Epps was driving, sleeping, or showering.

The children reportedly disclosed allegations of sexual abuse involving Stewart.

According to court records, the children said they told Epps about the alleged abuse.

The children said Epps had also witnessed some of the conduct.

Yet investigators alleged Epps did not believe the children.

Epps allegedly called at least one of the children derogatory names.

Investigators said Epps blamed the children for Stewart’s behavior.

And Epps continued leaving them alone with Stewart.

The children also accused Stewart of physical abuse.

They told authorities that Stewart punched them in the head on multiple occasions.

A Jacksonville Sheriff’s Office detective eventually encountered the children.

Authorities said the children were walking with an unnatural gait.

Investigators attributed that physical gait to years of confinement inside the truck cab.

Then formal charges were filed against both adults.

Epps and Stewart were each charged with four counts of child neglect.

Prosecutors brought one count of neglect for each child.

Court documents also state that capital sexual battery charges against Stewart were expected to be filed by the Statewide Prosecutor in Florida’s 9th Judicial Circuit.

Epps’ bond was set at $400,012.

As conditions of release, the court ordered Epps to wear a GPS monitor.

She was ordered to have no contact with minors, victims, witnesses, or co-defendants.

She was ordered to refrain from possessing firearms.

She was also ordered to refrain from consuming alcohol or drugs.

Stewart was being held without bond.

The case remains pending.

The charges are allegations and have not been proven in court.
