Saul Olivan Jr. is an off-duty agent with U.S. Customs and Border Protection.
The 54-year-old was arrested on August 23 in Laredo, Texas.
Laredo police officers responded to an assault report on Sunday.
The call directed officers to the 1000 block of East Del Mar Boulevard.
According to police, several people were preparing to travel out of town.
A disagreement erupted at the location.
And that disagreement quickly escalated into a physical altercation.
Officers arrived and investigated what happened.
Following the investigation, police identified Olivan as the primary aggressor.
Officers placed the federal agent under arrest.
Olivan stands accused of restricting the breathing or blood circulation of two people.
Police confirmed that one of the alleged victims is a juvenile.
Each count accuses Olivan of interfering with an alleged victim’s normal breathing or blood flow.
He was arrested on two counts of assault by impeding breath or circulation.

Both of the charges are third-degree felonies.
Under Texas law, each count carries between two and ten years in prison if he is convicted.
A conviction on each charge also carries a fine of up to $10,000.
Police booked Olivan inside the Webb County Jail.
His bonds totaled $60,000 inside the facility.
Yet he did not remain behind bars.
Jail records show Olivan posted the $60,000 in bonds.
He walked out of the jail that same day.
Authorities stated that Olivan was off duty during the incident.
Several details surrounding the case have not been made public.
Authorities have not publicly released the juvenile’s age.
Officials have not disclosed either victim’s relationship to Olivan.
Police have not stated whether either alleged victim required hospitalization.
