Cleveland mother Niesha Walls whose sick toddler died in roach-infested home pleads guilty to involuntary manslaughter

On August 26, 35-year-old Niesha Walls entered a guilty plea in court.

The plea followed the death of her two-year-old son, Noell.

Authorities determined that caregiver neglect killed the young boy.

Noell lived with a chronic medical illness that went untreated.

Court reporting identified that chronic condition as spina bifida.

The toddler did not receive the medical treatment he needed.

Walls had two other children living in the residence, aged 9 and 11 at the time.

Prosecutors said both surviving children appeared severely malnourished.

They required hospital treatment following their removal from the home.

Later reporting indicated that both children recovered.

Responders encountered hazardous living conditions inside the home.

Court reporting stated that the residence contained animal feces.

Investigators also documented the presence of rodents inside the property.

Cockroaches, insects and flies infested the home.

Court and child-welfare records reported by Cleveland.com showed there was no food in the house.

Those records revealed that the surviving children were receiving no medical care.

And the records showed the two older children were not attending school.

On August 6, 2024, emergency personnel went to the residence to conduct a welfare check.

Officers from the Cuyahoga Metropolitan Housing Authority responded to the property.

Cleveland police officers and emergency medical services personnel also arrived at the scene.

The home was located near Anita Kennedy Avenue and Kinsman Road.

First responders found two-year-old Noell unresponsive.

Emergency medical personnel pronounced him dead at the scene.

The Cuyahoga County Medical Examiner’s Office conducted an examination into the child’s death.

The medical examiner ruled Noell’s death a homicide.

The office concluded the death was caused by caregiver neglect in the setting of chronic illness.

A grand jury initially indicted Walls on five criminal counts.

That initial indictment included one count of involuntary manslaughter.

It also charged her with one count of felonious assault.

The first indictment included three counts of endangering children.

Then a second grand jury expanded the criminal indictment against her.

The superseding indictment added two counts of murder.

It charged Walls with two counts of felonious assault.

The updated indictment also contained three counts of endangering children.

It retained one count of involuntary manslaughter.

Walls originally entered a plea of not guilty to the charges.

She underwent multiple psychiatric examinations to determine whether she was competent to stand trial.

After her original indictment, the judge set her bond at $100,000.

The court ordered Walls to have no contact with the surviving children.

Current reports did not state whether she posted that bond.

Yet Walls chose to resolve the criminal charges through a plea agreement.

Under the negotiated agreement, she admitted guilt to three counts.

Walls pleaded guilty to one count of involuntary manslaughter.

She pleaded guilty to one count of felonious assault.

She also pleaded guilty to one count of child endangering.

The two murder counts were excluded from the agreement and are not part of her conviction.

Judge Brian Mooney ordered a presentence investigation.

The judge also ordered another psychiatric examination prior to sentencing.

Judge Mooney scheduled her sentencing hearing for September 30.
