Rochester mother and boyfriend charged with murder of 88-pound disabled son — after allegedly using his food benefits to feed themselves

A Rochester mother and her boyfriend have been charged with murder after her developmentally disabled son died weighing just 88 pounds, police said.

Andrea Livers, 58, and Lancysa Harris, 42, lived together at an apartment on St. Paul Street in Rochester, New York.

The victim was identified as 33-year-old Timothy Green, according to authorities.

Green was developmentally disabled and had moved to Rochester from Alabama around 2023 after the death of his father. Authorities said he was capable of physically caring for himself but needed assistance with more complicated daily tasks.

He had moved to Rochester to reconnect with his mother, investigators said. Livers had previously lost custody of him because of abuse-related concerns.

Green eventually lived in the apartment with Livers and Harris, police said.

On February 17, 2026, officers responded to the residence around 11 a.m. for an unresponsive man, according to police.

Upon arrival, officers found Green dead on the floor, naked, severely emaciated and covered in bruises, investigators said.

Livers and Harris were both at the apartment and had called 911, investigators said. Police described the information they initially provided about his condition and death as minimal and nonsensical.

Investigators searched the apartment and found handcuffs, barbells, weights and what they described as an unusual amount of cleaning supplies.

Police said they found no clothing, bedding or other personal belongings belonging to Green inside the apartment.

An autopsy later showed the 33-year-old weighed just 88 pounds when he died, according to authorities.

Investigators said surveillance footage covering approximately 45 days before the death showed only Livers and Harris entering or leaving the apartment.

Police said Harris had become the designated payee for Green’s Social Security and food-assistance benefits around June 2024.

After that, Green allegedly stopped attending medical appointments and other services, according to investigators.

Investigators accused Livers and Harris of using his food benefits to feed themselves while he was being deprived of adequate food and water.

Authorities also developed evidence that Green had allegedly been restrained with handcuffs and home-gym weights and subjected to physical and mental abuse.

In July 2026, the medical examiner ruled the death a homicide caused by severe dehydration and failure to thrive in the setting of probable restraint.

On September 15, 2026, Livers and Harris were arrested on sealed indictment warrants. The indictment was unsealed on September 16, 2026.

The defendants were charged with murder, kidnapping and endangering the welfare of an incompetent or physically disabled person, according to court documents.

A separate federal investigation involving Green’s Social Security and food-assistance benefits remains ongoing, authorities said.

Both were ordered held without bail.
